John Martin

Managing Director 

John has overall responsibility for the management of TerraConsult and its continued industry success. He is a qualified geologist and analytical chemist with over 30 years of professional experience. In addition to his business development role, John manages a range of multidisciplinary projects in the waste management and brownfield land development sectors. He has particular expertise in the development of overseas waste management facilities, regulatory permitting, ground gas hazards, contaminated soil management and development on former landfills.


Jim Waterworth


Jim Waterworth is a Director of TerraConsult Ltd with over 28 years’ experience and provides geo-environmental consultancy services to the waste management industry.  Since the formation of TerraConsult in May 2000 Jim has been involved with the design and construction of waste management facilities including third party contract management, construction quality assurance and the provision of Construction (Design & Management) Coordination services.  Jim is TerraConsult’s Safety Director and is responsible for leading Health, Safety and Welfare issues for the Company.  Jim is NEBOSH certificate qualified and has provided health and safety consultancy and CDM coordination services for 18 years to a range of landfill construction, building construction & refurbishment and demolition projects.


John Baxter


John is a Director of TerraConsult Ltd in charge of the Environmental Permitting department. He has over 22 years’ experience of regulation and permitting a wide range of waste treatment, disposal facilities and other industrial plants. He has gained this experience whilst working in the waste regulation departments of a number of local authorities and then spent twelve years working for the Environment Agency before joining TerraConsult in 2008.  John was responsible for the production of the Agency’s PPC Guidance on Landfill Leachate Treatment and contributed to updating the PPC Hazardous Waste Treatment Guidance.  He developed a streamlined PPC permitting process for certain sectors of the waste treatment industry, an industry that includes waste oil reprocessors; sewage sludge treatment sites, hazardous waste treatment facilities; and clinical waste treatment sites.

Craig Fannin

Technical Director

Craig is based in TerraConsult’s Colchester Office and specialises environmental permitting, groundwater and ground gas risk assessment as well as waste chemistry and chemicals regulation (including REACH).  He has worked on a range of projects in the waste management and brownfield development sectors. He has particular expertise in the use of reed beds and aerated biological systems for leachate and wastewater treatment on waste management and food processing facilities. Craig works on all aspects of these projects from initial treatability studies, design, environmental permitting, waste planning, commissioning and aftercare.

Brad Hall

Associate Director

Brad is an Associate Director with over 15 years’ experience of Brownfield Land development in both the private and public sectors. He manages the Leeds Office, overseeing the expansion of TerraConsult within the Yorkshire and North-East region and also heading up the regional Brownfield Land team.  His technical expertise covers contaminated land assessment, site investigations and the management of remediation projects.

Jason Tilley

Regional Director

Jason manages our Colchester Office and has 25 years’ experience in the assessment and remediation of contaminated land. He heads up the Brownfield Land Department at Colchester who provide the range of multidisciplinary support needed to deal with difficult ground, groundwater and surface water conditions typically encountered on previously developed land. Having addressed the technical and environmental constraints, Jason and his team assist their clients to remediate the land and secure the regulatory approvals needed to progress redevelopment.

Phil Scotney

Principal Hydrogeologist

Phil manages the Chesterfield Office and has 18 years’ experience of hydrogeological & geo-environmental assessment of waste facilities, waste permitting & planning, remediation and estates management. As well as having extensive consulting experience he also worked in the estates department of FCC Environment for over a decade. Phil has published numerous academic papers on a range of hydrogeological, geological and gas isotope studies.
